There are many levels that an English language learner goes through before they become proficient in English. Here is a list of the levels that learners go through when learning a new language. You can use this list to place new students into a classroom so that the level of teaching will be at the same learning level as the student:

True beginner

Uses a few words or phrases such as common greeting, and recognized some public notices or signs. At he lowest level, recognizes which language is being used.

Elementary

Uses a narrow range of language, adequate for basic needs and simple situations. Does not really have sufficient language to cope with normal day-to-day real-life communication, but basic communication is possible with adequate opportunities for assistance. Uses short often inaccurately and inappropriately worded messages with constant levels in fluency.

Pre-Intermediate

Uses a limited range of language, sufficient for simple practical needs. In more exacting situations there are frequent problems in accuracy, fluency, appropriacy, and organization, so that normal communication and comprehension frequency break down or are difficult to keep going

Intermediate

Uses a basic range of language, sufficient for familiar and non-presuring situation. Many lapses in accuracy, fluency, appropriacy, and organization, restricting continual communication and comprehension, so frequent efforts are needed to ensure communicative intention is achieved.

Upper-Intermediate

Uses language independently and effectively in all familiar situations. Rather frequent lapses in accuracy, fluency, appropriacy and organization but usually succeeds in communication and comprehending general message.

Advanced

Uses the language with confidence in all but the most demanding situations. Noticeable lapses in accuracy, fluency, appropriacy, and organization, but communication and comprehension are effective on most occasions, and are easily restored when difficulties arise.

High Advanced

Uses the language fully, effectively and confidently in most situations. A few lapses in accuracy, fluency, appropriacy and organization, but communication is effective and consistent, with only a few uncertainties in conveying or comprehending the content of the message.Having a placement test is important; I have used this test when I needed to level test an adult ESL learner fast, it is not the best but, if you need something quickly this is about as good as any.

Placement Test: Oral Component

"Hi, my name is _________, and I'll be asking you a few questions to help you find the right level. It's important that you answer all of my questions with full sentences. And please listen carefully because I will only ask each question once. Do you have any questions?...Ok, then we'll start now."
